Paul Moore

Paul Moore is the Clinical Director at Exemplar Health Care, managing our clinical functions to ensure the highest standards of care for the people we support.

His responsibilities include overseeing audit and regulation, health and safety, mental health and behaviour support, and quality, with a focus on delivering safe, effective, and compassionate care.

Paul brings over 30 years of healthcare experience to his role, having started his career in frontline emergency care and progressed through a range of senior leadership positions across acute, mental health, community, and social care services.

Known for his strong clinical leadership and commitment to person-centred care, Paul has led initiatives that improved patient safety, developed new care models, and strengthened workforce resilience. His work has been recognised with national awards for quality governance and clinical innovation.

Prior to joining Exemplar Health Care, Paul served as Executive Director of Nursing and Deputy Chief Executive of Manx Care, the Isle of Man’s integrated health and social care system, and has previously held Chief Nursing Officer and Quality Director roles within the NHS.

A Registered Nurse with a master’s in healthcare management, he’s also completed executive programmes at Harvard Business School and the Institute for Healthcare Improvement.

Paul’s leadership at Exemplar Health Care is focused on enhancing clinical expertise, evidencing meaningful outcomes, and supporting the delivery of outstanding care for people with complex needs in community-based settings.
