Charlotte Lloyd
Charlotte Lloyd is Commissioning and Operational Development Director at Exemplar Health Care.
She brings over 20 years of experience in the healthcare sector and leads the organisation’s commissioning and operational development strategy.
Charlotte is trained in change management and holds an APM Project Management Qualification. She has extensive experience in care delivery, operational leadership, and commissioning new services.
She’s also completed a Masters in Dementia Studies with the University of Stirling, embedding her learning to improve the lives of people with dementia through evidence-based practice and design.
Throughout her career, Charlotte has held senior roles including Care Delivery Director, Regional Director, and Developments Director.
She’s worked across several healthcare organisations, including Saga Healthcare and Allied Healthcare, before joining Exemplar Health Care in 2021.
At Exemplar Health Care, Charlotte has overseen the delivery of over 35 new complex care services nationwide, supporting the organisation’s growth and its ability to meet increasing demand for high-acuity, community-based care.

My favourite Exemplar Health Care value is ‘Success’ - not just in terms of outcomes, but in how we get there. For me, it’s about continuously improving, always striving to be the best we can be, and never settling for “good enough.”
I truly believe we grow through both our achievements and our setbacks. That’s how we build a culture where progress, impact, and development are expected and celebrated.
When new teams join our commissioning homes, I like to share a quote from Winston Churchill at their graduation ceremony: “Success is not final, failure is not fatal, it is the courage to continue that counts.”
It’s a simple message, but one that really captures the mindset we want to nurture.
I’m incredibly proud of how our commissioning model has evolved as we’ve grown.
Each new home reflects what we’ve learned along the way - from the design and build of the environment to how we welcome and support new teams.
That continuous learning helps us ensure even stronger outcomes for the people we support, and it’s something I’m passionate about driving forward every day.
